TM Admin: "Secondary Interest Value Is Required" Message When Updating Account Classification

Symptoms
Upgrading from 11.5.10.2 to 12.1.3.
Using the territory manager to setup territories for a custom commission program.
One of the Matching Attributes used is Account Classification. It's setup to select the Interest Type and the Primary Interest and do not select a Secondary Interest; however, there were no problems with this in 11i.
But in R12, an error "Secondary Interest value is Required" when select Finished, even if there are no modifications on the pages. Error occurs regardless of the interest type has any secondary interest codes setup or not.
Territory management should behave the same as in 11i and allow entry of the Primary Interest code and not require a Secondary Interest code.
