Cannot Change the Lot Divisible Flag if there is an Open PO or Requisition for the Item (Doc ID 1662667.1)

Symptoms

In : Release 12.1.3, Form INVIDITM.fmb

When attempting to update the Lot Divisible Flag to Yes (‘Y’) in an Organization Items, the following error occurs.

You cannot update this field when :

 - There is on-hand quantity
    OR
 - Transactions exist
    OR
 - Lots exist


The message appears even though none of the above three conditions is true.

The issue can be reproduced at will with the following steps:
 1.  In the Item Master form.
 2.  Attempt to change the Lot Divisible Flag to 'Yes' for an Item which has no On-Hand, but does have an outstanding Purhcase Order


Need to change this flag to enable user to issue partial lot quantity.

If there is a large number of Purchase Orders outstanding for the Item, it may not be
practical to cancel all of these in order to make the required change.
