Why does sometimes The Cost Adjustment Status not Change To from "Not Aplied" to “Applied” after run of Actual Cost process? (Doc ID 1662790.1)

Goal

On : 12.1.3 version, Actual Cost Process

You may face a situation where Cost Adjustment Status does not change to “Applied”
 When create a Cost Adjustment in actual cost and execute Actual Cost Process the system considers the adjustments but Adjustment Status no change to “Applied”

 
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two Value cost cost adjustment for item A in cost cal 14 period 02, cost type ACT
Save them, the status is "Not applied", normal, the Actual cost has not been run yet.
2. Run Actual Cost for the same
3. View Actual Cost transactions shows the two transactions , but the item cost remain 0
4. The two Value cost cost adjustment for item A remain with status "Not applied"
