GLTTRN: Translation For P&L Accounts is Using Period End Rates And Not Period Average (Doc ID 1663218.1)

When running translation from CAD to USD, all P&L(revenue and expense) accounts are using the Period End Rates that are defined and not the Period Average. This is the first month this has occurred.
This is occurring for all currencies when translation is run, it is not specific to CAD to USD.

When the "Revenue and Expense translation" profile option is set to PTD, the PTD translation rule is applied.
PTD = Revenue and expense accounts are translated using the Period-to-Date rule and period-average rates.


 A new custom rates loader program has been used starting in this period.
