Descriptive flexfield context mapping does not work as expected

Problem Description
---------------------------------------------------
We have created a new Lot Attribute descriptive flexfield context 'xxx' to capture the country of origin of the lot number during receipt.

We have setup the context code, segment and assigned to a value set that has a few countries defined. Finally, this context was assigned to only a few items. However, when we receive, this context value gets fired for all items and not just only for the items assigned to this context.

On the Desktop, it requires us to enter the country code for every item, even if it is not assigned to the lot attribute context.
On the mobile, the context doesnt show up, but the default lot attribute shows up for all items. This doesnt happen if I disable the 'xxx' segment.
