Symptoms

All Alerts, even simple 'select x into &output from dual' fail with error:

ERROR

ALECDC module: Check Periodic Alert
APP-ALR-04102: Internal SQL error occurred. (ROUTINE=load_values) (FILE=5069629/alr/src/util/aluprf.c) (LINE=75)
SELECTING DEFAULT USER MAIL ACCOUNT

SQL error ORA-00511: Message 511 not found; product=RDBMS; facility=ORA
occurred while performing the following: Loading profile options (STMT=SELECT
PROFILE_OPTION_NAME, PROFILE_OPTION_VALUE, PROFILE_OPTION_LONG, LONG_FLAG
FROM ALR_PROFILE_OPTIONS ORDER BY PROFILE_OPTION_NAME)

Also can see:
APP-ALR-04140: Oracle Alert was passed an unknown datatype.

Changes

 Upgrade to EBS 12.2.x or 11g database
