Deductions Flagged for 'Once Each Period' are Processing More than Once Per Period

Symptoms
Deduction elements are configured with "Once Each Period" flag, but these deductions are processing more than once in the same period and/or payroll run (i.e. regular run and also in tax separate run). The 'Once Each Period' flag is not working as expected.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Deduction Element flagged as Once Each Period.
2. Run Quick Pay with Regular Salary and Tax Separate Earnings elements
3. View SOE and the Once per period element has run twice in the same period.
