Symptoms

User is able to create a grants related PO for EIB items of destination type as Expense .

Expected Behavior

Since Grants does not support 'Inventory' POs but here is a case of 'Expense' POs created for EIB items
which should be restricted for Grants, as there is no process to interface it to PO .

Hence this should be restricted from PO side .

Steps to reproduce:

 ---IN Buyer Work Center---
 1. Personalize "Purchase Order Lines Table" to set "DestinationTypeColumn" and "ProjectColumn" to "Rendered" at
     "Site" level
 2. Personalize "Purchase Order Schedules Table" to set  "DestinationTypeRn" and "ProjectRn" to "Rendered" at "Site" level
 3. Personalize "Purchase Order Distributions Table" to set "DestinationTypeCol" and "ProjectCol" to "Rendered" at "Site" level
 4. Create a "Standard Purchase Order"
 5. At "Lines" tab, Line #1, before entering any item, set "Destination Type" as "Expense", then click "Project" LOV, search "%",
     can see all types of projects(#1016, #50002, #50003, #50004),
then close "Project" lov without selecting any project
 6. In Line #1, enter "Item/Job" as "AS54888", set "Destination Type" as "Expense", then click "Project" LOV, search "%", can see only
non-sponsored project(#1016) that is available to be selected, close "Project" lov without selecting any project
