iStore Administrator does not show all of the expected product categories of the Category Set and MTL_CATEGORY_SET_VALID_CATS does not have records (Doc ID 1665048.1)

Symptoms

On : 12.1.3 version, Merchant UI

ACTUAL BEHAVIOR
---------------
Cannot chooose the required product categories to assign to the iStore section.

Customer is not able to see and select all of the expected product categories in the iStore Administrator, so that iStore Autoplacement can be run and place the items in the sections that have the specific product category assigned.



EXPECTED BEHAVIOR
-----------------------
Expect to be able to choose all of the product categories that are setup in Oracle Inventory for the iStore Category Set when assigning Categories to the catalog section.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Store Administrator
2.  Try to assign the Categories to a section and not shown in the LOV
3   Cannot run Autoplacement to have the items assign the products to the sections based on category assignment

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the iStore Administrator cannot search and find these expected categories to sections. Therefore, the iStore Autoplacement cannot be run to have products properly assigned to these section to allow orders to be placed on these products.

 Setting up a new catalog section in iStore.
