EMEA Add-on Localizations Message Dictionary Couldn't Open The CLE Application Message File (Doc ID 1665217.1)

Symptoms

 In the CLE application, the following error message is being thrown:

 

    Message Dictionary couldn't open the CLE application message file. Cannot open file /appl/cle/12.0.0/mesg/$LANGUAGE.msb for reading.

where $LANGUAGE can be any language such as US, RU, etc. So the error messages would read as follows:

   Message Dictionary couldn't open the CLE application message file. Cannot open file /appl/cle/12.0.0/mesg/US.msb for reading.

    OR

    Message Dictionary couldn't open the CLE application message file. Cannot open file /appl/cle/12.0.0/mesg/RU.msb for reading.

 

This error message is typically thrown after installing EMEA Add-on Localization patch.
