QA - Disposition Actions Are Not Launched From QA Disposition Collection Plan

Symptoms
On : 12.1.3 version, QA disposition actions (WIP_MOVE_SCRAP) are not launched from QA disposition collection plan. Check Periodic Alert ends with the following error in log:

APP-ALR-04020: Oracle Alert was unable to execute "&VALUE". Check that this file exists and that its read protection is set correctly. (ROUTINE=alssoa) (FILE=5244221/alr/lib/alspsa.c) (LINE=400)
STEPS

The issue can be reproduced at will with the following steps:
1. There are 4 QCP in cascade:
xxx_PRIMARY_GC1
xxx_DETAIL_GC1
xxx_DISPOZICE_GC1
xxx_WIP_DISPOZICE_GC1
2. The disposition actions are launched from the xxx_WIP_DISPOZICE_GC1collection plan.
3. Path: Quality->Results->Entry->Enter Quality Results
4. The disposition actions in QA Disposition plan end with error:
