iberep.odf failed on 12.2 upgrade (Doc ID 1665529.1)

Symptoms

While applying 12.2 upgrade patch driver Patch 10124646 (ORACLE E-BUSINESS SUITE RELEASE 12.2.0 [R12.2] UPGRADE DRIVER)

12.2.3 (from 11.5.10.2) upgrade fails:

Worker log shows error related to IBE.
