Why Doesn't the PTO Item explode when creating an RMA ?

Summary of Issue:
RMA Return order for PTO Item do not work the same as the standard orders. On the standard orders
you visually see the exploded lines associated with the PTO Item. Bust when created the RMA to return
the PTO, it dos not show the exploded items.

Users expect the PTO part number should explode for all cases , both standard as well as returns and return for refunds.

See Example:
Original Sales Order : 117383
Order Type: Regular Customer Order
Header: Closed
1.1 PTO Item:700-48371-00 > Qty 1
1.1..1 Item:700-48050-002 > Qty 1
1.1..2 Item:700-48318-001 > Qty 1
1.1..3 Item:700-49001-001 > Qty 1

Look at Return for Refund:
Sales Order: 119220
Order Type: Return for Refund
Header: Closed
Pymt Terms: Due Upon Receipt
Observe: Line 1.1 for PTO Item:700-48371-00 > Qty -1 >>> The Return Order 119220 and
PTO Item does NOT explode therefore DOES NOT show Lines 1.1..1, 1.1..2, 1.1..3 as expected.
