Buyer Worker Center(BWC) Download Resource Error: "You have insufficient privileges for the current operation" (Doc ID 1666018.1)

Symptoms

When attempting to add lines via upload from Buyer Worker Center>Agreements > Update Blanket Purchase Agreement>Add lines
using custom responsibility, the following error occurs.

You have insufficient privileges for the current operation. Please contact your System Administrator.

Steps To Reproduce 
-----------------------
The issue can be reproduced at will with the following steps:

1.Create a custom responsibility and add the Buyer Work Center function into the responsibility.

2.Navigate to Buyer Worker Center>Agreements > Update Blanket Purchase Agreement.

3. Under Lines tab, try to add Lines via selecting 'Via Upload', click Go".

4.In the opened web page, click "Download Resources", then got below error:
  You have insufficient privileges for the current operation. Please contact your System Administrator.

5.Switch to 'Purchasing Super User' responsibility and repeat above steps, then no error popup.
