Product Workbench Access Issue After Upgrade

Information in this document applies to any platform.
Some users facing issues in Product Workbench for the new upgraded Environment R12.2.3: some Organizations are not visible and the users cannot perform any operations in the Workbench.
The same users can access the Product Workbench from Production Product Hub (R12.0.4) on their machine.
