Direct Earnings Attachment Legislative Patch 18333366 - Unable To Enter Payee Details (Doc ID 1666162.1)

Symptoms

On : 12.1.3 version, UK Payroll

Have applied <Patch 18333366>:R12.PAY.B - TYE14: DIRECT EARNINGS ATTACHMENT CHANGES and followed the steps in the readme to link the new elements.
Have attempted to attach an entry for the element Direct Earnings Attachment to a test employee but have been unable to do this. The field Payee Details on the element entry is a required field. An attempt to populate the field results in the following error.

"FRM-40212: Invalid value for field THIRD_PARTY_PAYEE"


STEPS

The issue can be reproduced at will with the following steps:
1. Apply Patch 18333366:R12.PAY.B - TYE14: DIRECT EARNINGS ATTACHMENT CHANGES
2. People > Enter an maintain > query employee > Assignment > Element entries > Direct Earnings Attachment
 

BUSINESS IMPACT

The business will be unable to make Direct Earnings deductions from the start of the new financial year.
