Context Switched Incorrectly when Using Edit Requisition from the Notification Worklist (Doc ID 1666241.1)

Symptoms

On : 12.1.3 version, Approval List and Workflow

ACTUAL BEHAVIOR
---------------
Trying to Edit an iProcurement Requisition from a Workflow Notification, the context is not deriving properly and the responsibility is switching.

EXPECTED BEHAVIOR
-----------------------
Expect to keep the responsibility from the operating unit of the requisition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. <USER A> is the preparer and submits a requisition with <IPROCUREMENT RESPONSIBILITY A>
2. <USER B> is the requestor and receives the Notification that the Requisition has been submitted.
3. <USER B>  who has multiple different operating unit org based iProcurement responsibilities, opens the notification and tries to "edit" the requisition from the notification by selecting the Edit Requisition link on the notification.
5. Get the message " Responsibility context has been switched" and the responsibility switches to another responsibility associated to a different operating unit
