TAS BETC- Budget Authority Form is not always requiring Reduction Type when required

When entering new Budget Authority Documents with a Reduction Type Required on the Transaction Type, the Budget Authority form is not always requiring the Reduction Type. In the attached example, it required it on the first line, and then had the Reduction Type field grayed out on the second line- when the exact same Trans Type was used. You were able to funds check, approve, and post to GL an Appropriation without the required Trans Type.
When the GTAS Activity Balance Creation file process is ran, it errors out due to the budget authority not having a reduction type.
