OU Context With Multiple Procurement User Responsibilities: The Current Responsibility Context Has Been Switched (Doc ID 1667981.1)

In 12.1.3 iProcurement Requisition Creation

Users with multiple iProcurement responsibilities are automatically switched to an incorrect responsibility at Add to Cart.  The user starts creating a requisition, and then switches to a different iProcurement responsibility .  Upon add to cart, the user is incorrectly and automatically taken back to the original iProcurement responsibility. 

Steps To Reproduce
1. Login to <IPROCUREMENT RESPONSIBILITY A>
2. Start creating the requisition.
3. Click Home and choose a different responsibility <IPROCUREMENT RESPONSIBILITY B>.
4. Select an item
5. Add to Cart.
6. At the top of the page the responsibility is automatically switched back to the <IPROCUREMENT RESPONSIBILITY A> with the reported message.
