Inventory Item Upload Performance Issue With iProcurement Package ICX_CAT_POPULATE_MI_PVT (Doc ID 1668232.1)

Symptoms

There is a performance issue when the Inventory Item Upload process calls ICX_CAT_POPULATE_MI_PVT.ICXVPPMB.pls - 120.8.12010000.12, this version updated to

select /*+ ROWID(mi) NO_EXPAND use_nl(mitl,mic,catMap) LEADING(FSP, MI, MPARAMS)*/

New hint seems to be causing performance issue.

Old package allowed creating 50 item in less than 1 minute, the new (updated) package has not completed and has been processing for more than 14 hours.
