Symptoms

In R12.1.3,

Attempting to add a new Payment Method for a Customer  and receive the following error:

You have encountered an unexpected error. Please contact the System Administrator for assistance.

Exception Details
oracle.apps.fnd.framework.OAException: oracle.jbo.InvalidParamExceptions: JBO-25006: Invalid parameter value 14 for rangeIndex passed to method ViewRowSetIteratorImpl.insertRowAtRangeIndex. Explanation: index outside range.

Steps to Reproduce:
Responsibility:  Receivables
Navigation:  Customers > Customers
-Query for a Customer
-Click on Details icon for Customer Account
-Click on Details icon for Customer Bill To Address
-Select the Payment Details tab
-Under Receipt Methods region, there are already 14 Payment Methods displayed.
-Click on the 'Add Receipt Method' button. The error appears.
