Globe Icon Greyed Out For Standard Oracle SLA Setup

After Oracle migration from R11 to R12, the Globe Icon of the language translations for the standard Oracle SLA is disabled.
This Icon is greyed out for all SLA forms when queried for Owner=Oracle:
SLA: Application Accounting Definitions
SLA: Journal Line Definitions
SLA: Journal Entry Descriptions
SLA: Journal Entry Descriptions details
Nevertheless, if user performs the access to the Applications with different languages, the descriptions are correctly translated as expected (but the Globe icon is still disabled).
Could you please tell us if there’s any Diagnostic script we can submit to understand why this icon is greyed out?
