Receipt Line Detail Application Form Issue: Transactions Are Not Sorted (Doc ID 1669250.1)

Symptoms

On : 12.1.3 version, Receipts Related

Attempting to perform a detailed application of a receipt in the Line Level Cash Application.  The Apply To List of Values (LOV) does not sort - the list is in a haphazard order.

Steps to Reproduce:
1. Perform LOV on Apply To field in Apply in Detail form

Due to this issue, you cannot find the line quickly on invoices with large number of lines.
