Multi stop Logic Inaccurate Cost Comparison Doing Distance Savings Calculations (Doc ID 1669284.1)

Symptoms

 When attempting to plan two orders together, the following error occurs.

 -- Issue
 One multi-stop TL shipment is planned

 -- Expected Behavior
That two separate low cost shipments would be planned


The issue can be reproduced at will with the following steps.

Log into a support instance running OTM 6.3.2

1. Create 2 Orders:
ORDER_1 (plant_nv -> customer_nv)
ORDER_2 (plant_nv -> customer_nv2)

Rates:
RO_NV_MEX (currency: MXN)/RR_NV_MEX (NV -> CUSTOMER_NV2) - $200/shipment
RO_NV_MEX2 ( currency: USD)/RR_NV_MEX2 (PLANT_NV -> customer_nv) - $20/shipment
RO_TL_NV (currency: USD) /RR_TL_NV (NV - > NV) - $250/shipment

Set parameter: MULTISTOP COST SAVING CHECK TYPE to form cost savings check after each iteration

Select the 2 orders and bulk plan them.
Orders will be planned onto 1 multistop shipment (which is not the expected result)
