Multiple Access Performance to 'AP and PO accrual write offs' form is not possible after patching 16815086:R12.BOM.C. (Doc ID 1669977.1)

Symptoms

The 'AP and PO accrual write offs' form is not allowing multiple access in query to the same PO even when it is not selected for write off.

Steps to reproduce:

1. Open AP PO write off form.                                          
2.  Enter the OU                                                       
3.  Click find                                                         
4.  All POs listed                                                      
5.  Open the same form in another session                              
6.  Enter the same OU                                                  
7.  Click find                                                          
8.  Form locks.

 After application of <patch 16815086:R12.BOM.C>.
