Unable To Find An API Adapter Error When Attempting to Play Class Content (SCORM 1.2) as a Learner (Doc ID 1670141.1)

When attempting to play class content (SCORM 1.2) as a learner, the following error occurs.

-- Error
Unable to find an API adapter
Unable to locate the LMS's API Implementation.
LMS Initialize was not successful.

-- Steps
The issue can be reproduced at will with the following steps.
1. User logs in / Learner Self-Service / Learner Home
2. Click on Course Name / Click On Offering Name / Click On Class Name
3. Click Play button
On WLS on Solaris SPARC 11 and jdk1.6.0_51
When attempting to test , the following error occurs.

-- Error
Error 403--Forbidden
From RFC 2068 Hypertext Transfer Protocol--HTTP/1.1:
10.4.4 403 Forbidden
The server understood the request, but is refusing to fulfill it. Authorization will not help and the request SHOULD NOT be repeated. If the request method was not HEAD and the server
wishes to make public why the request has not been fulfilled, it SHOULD describe the reason for the refusal in the entity. This status code is commonly used when the server does not
wish to reveal exactly why the request has been refused, or when no other response is applicable

The issue can be reproduced at will with the following steps.
1. Testing tab
2. Click on Test Point
