Order Management Process Constraints Are Not Working for delivery status in Staged Pick Confirmed

When attempting to update the SSD, Warehouse or qty based on process constraints
the application is not working as expected.
Expect that users will not be able to updated, edited, change sales orders after lines are staged/pick confirmed.
The issue has the following business impact:
Due to this issue, users updated, edited, change any sales order lines at staged/pick confirmed and they should not be able to do that.
