On : 12.1.2 version, Setup Related Issues

Cannot use Payables diagnostics after applied some AP patches.

The issue can be reproduced at will with the following steps:
1. Login Application Diagnostics responsibility
2. Navigate to Diagnose
3. Select application as SQLAP, click button Select
4. Nothing is returned for SQLAP

The issue has the following business impact:
Due to this issue, users cannot use Payables diagnostics.
