R12 Expenditure Inquiry PAXTRAPE Form DEFAULT_WHERE In Forms Personalization Does Not Work (Doc ID 1670353.1)

In the expenditure inquire form PAXTRAPE, the default_where set up in forms_personalization does not work.
This personalization used to work in R11.
Now in R12.1.3 it does not work properly.
Further analyses shows that the pre-query trigger for the block EXP_ITEMS in the PAXTRAPE form requires that the sequence number of the rule should be exactly the same as the sequence number of the action. When you change the sequence number for both the rule as the action it works.
