Custom Programs Defined With Custom Data Group Error ORA-01017 After Patch 17975994 (Doc ID 1670553.1)

Symptoms

On Oracle Applications 12.1.3 version, Basic SysAdmin functions, maintenance,
after applying patch 17975994, all custom requests defined with custom data group fail with the following error:

ORA-01017: invalid username/password; logon denied
SP2-0306: Invalid option.
Usage: CONN[ECT] [logon] [AS {SYSDBA|SYSOPER}]
where ::= [/][@] | /
SP2-0306: Invalid option.
Usage: CONN[ECT] [logon] [AS {SYSDBA|SYSOPER}]
where ::= [/][@] | /
SP2-0157: unable to CONNECT to ORACLE after 3 attempts, exiting SQL*Plus
