Unallocated Move Orders Created After Replenishment Request

Goal
When user wants to replenish items from bulk to loose sub-inventories, after replenishment request sets have run, unallocated replenishment move orders (MOs) are created. These MOs are created for items which do not even have necessary on-hand.
The issue can be reproduced at will with the following steps:
1. Go to: Inventory
2. Navigate to: Move Orders > Transact Move Orders
3. Query for Unallocated MOs
4. Find a huge number of unallocated replenishment MOs created.
