Inactive Phone Contact Point Error Message Not Appearing In Teleservice Since Upgrade To 12.1.3 (Doc ID 1670750.1)

Symptoms

On : 12.1.3 version, Service Request Form

ACTUAL BEHAVIOR
--------------------------

Inactive phone Contact Point error message not appearing in Teleservice since upgrade to 12.1.3

Live R12.1.2 environment the user will correctly receive a warning error message “Service request creation will fail because the Phone is inactive. Please select an active Phone to create service request.” if the following steps are carried out:

The warning error message is not appearing in the upgraded R12.1.3 environment.

EXPECTED BEHAVIOR
-----------------------

Expect the warning message in 12.1.3.
Regression in 12.1.3 Code.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a Service Request
2. Select a Customer.
3. Open Contact Point tab.
4. Mark phone number as Inactive.
5. Open the Service Request tab.
7. Error message appears to confirm that “Service request creation will fail because the Phone is inactive. Please select an active Phone to create service request.” does not appear
