Unable to make a PL/SQL call to convert the EDI response message to a Tracking Event XML, when attempting to read AES responses from Customs.

1. Perform an AES filing with Customs
2. Attempt to receive an EDI response
3. EDI response messages is not converted into Tracking Event XML
