How can we set default ledger in Data Access Set without providing full access to the specified ledger?

For eg:
Lets assume that there are total of 5 ledgers in the ledger set.Management segment were used to restrict the access of ledger to specific segment values.When we set one of the ledger from ledger set as default ledger to the data access set, it creates an additional line with full access to the specified ledger. Hence the restriction to specific values no more applies and one can create journals for non-specific values as well.
