Locking Issue PO Return Blocked Location Maintain And Location Maintain Blocked Putaway (Doc ID 1671151.1)

On release 12.1.3:

Users are encountering a dead lock issue when performing Receiving Returns, maintaining subinventory definitions and performing put away transactions through the mobile in the following scenario:

1) User A was performing Receiving Returns in the desktop application.
Once entering one serial number, and starting to enter another serial number, then the system froze, and the user could not proceed further. Only option was to kill the browser session.

2) User B was adding a new locator to a subinventory. (in desktop application too)
Again the system froze and the only option was to kill the browser session.

3) Many users (let's say "users C") were attempting to perform Receiving put away transactions in WMS mobile and encountered the following error.

"|Error:Can not move this entire LPN|Put away rule fails to find a destination locator that meets the rules restrictions.|ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired in Package inv_loc_wms_utils Procedure LOC_EMPTY_MIXED_FLAG |..."
