R12:AP: Error When Try To Add Manual Withholding Tax

Symptoms
When try to enter a negative Withholding Tax line, Oracle give the following message:
APP-SQLAP-10025: This must be a positive number
When you remove the (-) from the number and you receive the message:
MANUAL AWT AMOUNT SHOULD HAVE OPPOSITIVE SIGN FROM INVOICE HEADER AMOUNT
STEPS

The issue can be reproduced at will with the following steps:
1. Payables Responsibility
2. On an invoice add a negative Withholding Tax Line
3. Error occurrs: APP-SQLAP-10025: This must be a positive number. Re-enter
4. Remove the minus sign
5. Error occurs: MANUAL AWT AMOUNT SHOULD HAVE OPOSITIVE SIGN FROM INVOICE HEADER AMOUNT
