Goal

Why is the following error intermittently raised when attempting to book an order?

'Order is not eligible for booking. Check workflow status for this order'

Summary Of Issue:
Users are periodically getting "Order is not eligible for booking. Check workflow status for this order." when attempting to book a sales order.
When investigating the issue, the OEOH workflow associated with the transaction has been assigned, but there are NO ACTIVITIES found and the workflow has not progressed to the book eligibility block.

Workflow background processes for order header workflow (OEOH) are running per normal schedules and there has not been any failing, timed out or deferred issues when running the WF background process for this item type.
