R12 OIE: Fusion Expenses Mobile App Fails Using Custom Responsibility and Menu - Receive Error: "Login failed. Connecting to the server failed."

Upon following setup steps documented in MOS Note 1625446.1 "Oracle Fusion Expenses iPhone App for Internet Expenses" users still cannot log into Oracle Fusion Expenses. "Expenses Mobile" has been added to the custom menu. The following error occurs however:

Login failed. Connecting to the server failed.
The application works with the seeded menu. The application does not work when using a custom menu that has the Expenses mobile function (which was a sub-menu of another custom menu). Why is this error occurring for the custom responsibility and menu?
