Problem Summary
Upgrade Issue R12 Payroll Bank Accounts not Assigned to a Legal Entity

Problem Description
In the pre-upgrade development phase of R12, it was found that all of the Payroll bank accounts, with the exception of one are not ssigned to a Legal Entity. This needs to be resolved as you are unable to edit these accounts without them being assigned to a legal entity.
