Order Lines are Going On Credit Hold After Pick Release

Goal
On : 12.1.3 version,
Order lines are going on hold after pick release and before ship confirm.
The order type has been setup with credit checking at booking and pick release (no credit checking at ship confirm).
Entered a sales order with 2 lines using said order type.
Both sales order lines pass credit check - NO Hold placed.
Proceed to Pick Release sales order line #1.
Credit check at Pick Release passed - NO Hold placed. Status for line is now - AWAITING_SHIPPING.
Made changes to customer's credit exposure.
Proceed to Pick Release sales order line #2 (sales order line #1 has not been Shipped Confirmed yet).
Due to the changes made to the customer credit exposure - as expected, sales order line #2 did not pass Credit Check at Pick Release and it went on Hold. Status for the line is now - AWAITING_SHIPPING.
But, what was NOT expected was for sales order line #1 to be placed on HOLD.
Sales order line #1 went through credit check.
Sales order line #1 was already pick released - line status AWAITING_SHIPPING / and shipping status Staged (waiting for Ship Confirm).
Would not have expected the line that was already pick released to go on hold.
