Getting APP-FND-01212 While Launching Forms

Symptoms
On Oracle Applications 12.2.3 version,
after the R12.2.3 upgrade while accessing forms getting an APP-FND-01212 error where the following results:
APP-FND-01212:Cannot find application information.
The most common cause of this error is that the application referred is not registered in the Application form.
Another possible cause is that the database objects FND_APPLICATION,FND_APPLICATION_TL,FND_APPLICATION_VL, or
FND_PRODUCT_INSTALLATIONS don't exist in the public and apps database accounts.
GRANT SELECT ON FND_PRODUCT_INSTALLATIONS TO APPLSYSPUB
ERROR at line 1:
ORA-01031: insufficient privileges
The most common cause of this error is that the application referred is not registered in the Application form.
Another possible cause is that the database objects FND_APPLICATION,FND_APPLICATION_TL,FND_APPLICATION_VL, or
FND_PRODUCT_INSTALLATIONS don't exist in the public and apps database accounts.

The issue can be reproduced at will with the following steps:
1. After R12.2.3 upgrade while accessing forms getting APP-FND-01212 error.
2. Execute adadmin and then faced above ORA-01031 error.
