"Create User Account" Check Box Differs From "Create User Account"

ACTUAL BEHAVIOR
---------------
After applying family pack (15843459) and RUP (17525552:R12.PRC_PF.B) flagging "Create User Account" check box does not reflect on the create user account during supplier registration
EXPECTED BEHAVIOR
-----------------------
This flag is supposed to default requires user account flag during supplier registration.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: Supplier Management Administrator > Supplier Home > Administration > Supplier Onboarding Configuration
2. Under Global Configuration Profile uncheck "Create User Account"
This flag is supposed to default requires user account flag during supplier registration.
3. Navigation: Supplier Data Librarian Administrator > Register New Supplier > Save & Continue to the next page and contact directory has "Requires User Account" checked.
This should have been unchecked per the supplier onboarding configuration set up (see step 2).
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see consistency between "Requires User Account" and "Create User Account" flags.
