Login Into OBIEE BI Publisher Generates Message Xmlpserver/servlet/home Cannot Be Found

Symptoms
After Login into OBIEE BI Publisher, the following Message results:
Error 500 -- Internal Server Error
The server encountered an unexpected condition which prevented it from fulfilling the request.
http://<servername.domain:Port>/xmlpserver/servlet/home" cannot be found or is not available.
The following steps can reproduce the issue:
1. Connect to BIP using BI Publisher with http://<servername.domain:Port>/xmlpserver.
2. Log in as the Weblogic user.
3. The error message then appears:
Error 500 -- Internal Server Error
The server encountered an unexpected condition which prevented it from fulfilling the request.
http://<servername.domain:Port>/xmlpserver/servlet/home" cannot be found or is not available.
The file bi_server1.log shows:
