Error Received On Update On ESS Action Related To OTA_COMPETENCE_UPDATE_JSP_PRC

When Employee click on Update of one the Notification from All Action Awaiting Your Attention the following error is displayed:
Application Error message :
The selected action is not available.
The cause may be related to security.
Contact your system administrator to verify your permission level for this action

The issue can be reproduced at will with the following steps:
1.Course has automatic Competency update set up.
The update does not require approval.
This is at the Course level.
2.Learner/Employee is enrolled onto the course.
6.The request to enrol is approved.
7.Update enrolment status of employee/learner to ‘Placed’.
8.Employee receives a notification to inform that they have been enrolled on the course
9.Enrolment status is updated again to ‘Attended Passed’ and the employee/learner is marked as having successfully completed the class/course.
10.The employee receives a notification when their competency profile has been updated, which is fine, however they also get an Action in ‘All Actions Awaiting Your Attention’.
Checked via the HR_API_TRANSACTION table that this is related to the OTA_COMPETENCE_UPDATE_JSP_PRC process.
The issue has the following business impact:
This problem appears to be effecting all users who attend training courses where competencies are assigned automatically upon completion of the course.
Upon completing they course employees are assigned an action they cannot update as they get one of the two error messages uploaded in Error_Pages.doc
