Supplier Site Creation Error ORA-06550 PLS-00306 wrong number or types of arguments in call to 'CREATE_VENDOR_SITE' (Doc ID 1673709.1)

Symptoms

On : 12.1.x , Supplier

When attempting to create Supplier Site
the following error occurs.

ERROR

Warning:
One or more operating units do not have an income tax reporting site specified for this 1099 federally reportable supplier. Do you wish to continue?

Error:
Address and Site Creation - Unable to create address and sites because of the following error when trying to create the site in operating unit [XXX OU]: [java.sql.SQLException: ORA-06550: line 1, column 30: PLS-00306: wrong number or types of arguments in call to 'CREATE_VENDOR_SITE' ORA-06550: line 1, column 30: PL/SQL: Statement ignored ]. Either resolve this issue and try again or deselect the operating unit with the error and continue. Note: any new address requires at least one site in order to be created.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Supplier Created with all required header information.
Enter Supplier Address details and when click on next to assign the Operating Unit error message appears
Navigate to Suppliers->Manage Sites
Click on Create
Select All> Apply
Supplier Address entered and when navigated to Supplier site assignment error message appears


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users not able to create new supplier sites for all the suppliers.
