How Can One Set Value Since MO_GLOBAL.init('QP') Is Not Returning All Rows In the Pricing Table QP_LIST_HEADERS_B? (Doc ID 1673853.1)

Goal

When we run the MO_GLOBAL.init it does not retrieve all records from QP_LIST_HEADERS_B table.
First time running without MO_global.init we get back all records in the table

select count(*)
from qp_list_headers_b;

record count=1767

Then we run this

exec mo_global.set_policy_context ('S', 116);

select count(*)
from qp_list_headers_b;

record count=1124




then this:

exec mo_global.set_policy_context ('S', 7435);

select count(*)
from qp_list_headers_b

record count=282

Then we try to run this based on https://community.oracle.com/message/9973071

exec mo_global.init('QP');

select count(*)
from qp_list_headers_b

record count=1124


How do we get the process to return all rows regardless of what operating unit we are?
