Not Able to Move Sections in Manager Layout: IE_SHIPMENTSTATUS

Symptoms
Created a custom Manager Layout, which was copied from the PUBLIC manager layout called IE_SHIPMENTSTATUS.
The Special Service section was moved to the identification section to be on the top of the page within the screen, after the moving of the Special Service section, this section is not able to stay on the top position. The Attepmt to move the section to the top have been tried several times, however each time the Special Service section seems to have reverted back to the bottom of the screen.
