Why BPA Is Finally Closed But Shipment Still Open ? (Doc ID 1674115.1)

Goal

Blanket Purchase Agreement header and lines are finally closed but for one line shipment remains still open.
 

Steps to reproduce:

1. Created BPA having only one line and one shipment.
2. Cancel the BPA line.
3. Final Close the BPA line.
4. Check the lines closure status and found it closed.
5. Check the PO shipments, found the closure status is Open.
