AME: Purchase Requisitions Can Be Self Approved Unexpectedly When Using Dynamic SQL in AME Approval Groups

When using a dynamic approver group in the Approval Management Engine (AME) Approval Rules, if the dynamic SQL returns no records the Requisition can be self approved unexpectedly.
What is expected, is if no AME Approvers are returned from the AME Approval Group(s), then the Requisition should not be self approved.
The issue can be reproduced at will with the following steps:
1. Create a requisition where an AME Rule applies when dynamic approver group is used and this dynamic query returns 0 records.
2. The Requisition worklfow returns result "no appprovals required" and the requisition can be self approved.
