After installing or Upgrading to 12.2.X   Mailer does not start



Trying to start work flow mailer in R12.2.3 instance getting below error:

oracle.apps.fnd.wf.common.NLSContextException: Failure to executeQuery() or read ResultSet. Query was {begin wf_mail.getSessionLanguage( :1 , :2 , :3, :4); end;} -> java.sql.SQLException: ORA-00600: internal error code, arguments: [kkogbro: no kkoaptyp], [0], [], [], [], [], [], [], [], [], [], []
ORA-06512: at "APPS.WF_MAIL", line 7501
ORA-06512: at line 1

rebuilt the wf_control queue and still see this error
